Since 2004, Chicago’s reform strategy, championed by Mayor Daley and the Chicago business community, has focused on replacing failing schools with new, high-quality options.
Charter schools, contract and performance schools (in-district schools with increased autonomy), and turnaround schools have been at the center of the model. Simultaneously, the district has focused on infusing all its schools with talented teachers and school leaders through partnerships with local and national organizations.
Despite modest performance gains at the elementary level, the high school dropout rate of nearly 50% persists, and many of those who graduate are unprepared for college.
