Connecticut failed to receive federal grants for education reform from the "Race to the Top" initiative in both rounds. Despite these challenges, Hartford's reform efforts have already begun to show results: the graduation rate in Hartford rose from 29% in 2007 to 47% in 2010. However, many key reforms are still needed to make progress to close the achievement gap. Experts believe that even without the federal money, these reforms in the city's school system can still be achieved.
