In recent years, test scores and graduation rates have improved, but many students still receive an education that does little to prepare them for adult life. In 2010, motivated by President Obama’s Race to the Top initiative, New York State lifted a cap on charter schools and also introduced a teacher evaluation system that takes student performance into account. However, recent budget cuts threaten future layoffs.
