Portland has a reputation for being a progressive city, but in the past this hasn’t always been reflected in their public education system.

Despite having a smaller low income student population, Portland has a comparatively lower graduation rate than many other urban districts, with only 53% of its students graduating on time.

Responding to repeated calls for change, the Portland Public Schools plans to redesign their high school configuration. Low-performing schools will become Academic Priority Zones with principals being given new powers in hiring. For example, they no longer will be required to accept teachers transferred from another school, but will now have a say in the teachers they hire. Additionally, principals may now bring in new hires from outside the district and instead of being required to hire first within their district.
